FESTUS EGWAREWA ADENIYI KEYAMO

FESTUS EGWAREWA ADENIYI KEYAMO, SAN, FCIArb(UK), the Minister of State, Federal Ministry of Labour and Employment is a lawyer, Fellow of the Chartered Institute of Arbitrators, (UK), social crusader, critic and columnist. Prior to his being seconded to the Ministry of Labour and Employment, he had a brief stint at the Ministry of Niger Delta where he was also the Minister of State.

Festus Keyamo was elevated as a Senior Advocate of Nigeria (SAN) on July 6, 2017, and was inaugurated as such on September 18, 2017 at the Supreme Court of Nigeria. Mr. Keyamo was the Director of Strategic Communications (Official Spokesperson) during President Buhari’s 2019 Presidential Campaign.
He was born in Ughelli, Delta State of Nigeria on Wednesday, January 21, 1970 by a father who hails from Uvwie L.G.A, near Warri, in Delta State and a mother from Yewa South L.G.A in Ogun State. He is the third child and first son in a family of seven children. Festus Keyamo attended Oharisi (Model) Primary School, Ughelli, 1975 to 1981, Government College, Ughelli, 1981 to 1986 and proceeded to his Higher School Certificate (HSC) course in the same school. Before he completed his HSC course, he gained admission through JAMB in 1988 into Bendel State University, (now Ambrose Alli University (AAU)) Ekpoma, in Edo State, and obtained his LL.B degree (Second Class Upper) in 1992. He was called to the Nigerian Bar on December 15, 1993 setting the stage for a colourful career in law. Much later, Festus Keyamo proceeded to the Chartered Institute of Arbitrators in the United Kingdom where he qualified as a Fellow of the Chartered Institute of Arbitrators (UK).
LEGAL CAREER AND ACTIVISM
He started his legal practice in Gani Fawehinmi Chambers in Lagos at the height of the agitation for the revalidation of the June 12, 1993 election. Even as a young lawyer, he was on the front row of legal activism with Chief Gani Fawehinmi representing icons like Dr. Beko Ransome-Kuti, Chief Frank Kokori and Ken Saro Wiwa as well as the duo of Chief M.K.O. Abiola and Anthony Enahoro who were arrested in 1994 and other NADECO leaders. These challenging responsibilities helped to build Keyamo’s confidence in trenchant advocacy emerging with the award of BEST LAWYER IN GANI FAWEHINMI CHAMBERS in March, 1994.
He left Gani Fawehinmi Chambers in 1995, had a brief stint in a partnership and then established his own law firm, FESTUS KEYAMO CHAMBERS, which has since grown rapidly with three offices in Lagos, Abuja and Warri and liaison offices in many states with over 23 lawyers and more than 30 para-legal staff.
Festus Keyamo is one of the private prosecuting counsel for the Economic and Financial Crimes Commission. In that capacity, he has prosecuted some Politically Exposed Persons on behalf of the Commission. A few years ago, he went to court to challenge the power of the Nigerian President to unilaterally appoint Service Chiefs without the approval of the National Assembly. In a landmark judgment, the court agreed with him and declared the appointments of the nation’s Service Chiefs without the concurrence of the National Assembly as null and void.
In 2014, he won the case of the former Deputy Governor of Adamawa State, Bala James Nggilari, who was said to have resigned, but was later sworn-in as Governor when Mr. Keyamo argued that his “resignation” was unconstitutional and therefore he ought to have been sworn in as substantive Governor upon the impeachment of the Governor, Murtala Nyako.
He has also handled several controversial and landmark cases. He was counsel to the leader of the Niger-Delta Peoples’ Volunteer Force, Mujaheed Dokubo-Asari in his trial for treasonable felony, lead counsel in the treason trial of the leader of the Movement For The Actualization of the Sovereign State of Biafra (MASSOB), Chief Ralph Uwazuruike and other MASSOB leaders.  He secured the freedom of both separatist leaders from prolonged prison custody. He played a prominent role in unraveling the prime suspect and other suspects in the brutal murder of Elder Statesman, Chief Bola Ige.
Mr. Keyamo also has a rich history of social and legal activism. In 1994, he teamed up with his late boss, Chief Gani Fawehinmi and other pro-democracy activists to campaign against military rule, and he suffered several arrests and detentions as a result.
Sometime in 2009, he prompted a probe of the leadership of the House of Representatives over alleged profligacy and mismanagement of public funds in the purchase of 380 units of 407 Peugeot Cars. His crusade for accountability by the Legislators led to the eventual investigation, arrest and trial of the House Leadership. The case is still at the Court of Appeal, Abuja.
SOCIAL ACTIVISM
Whilst working with Chief Gani Fawehinmi, he teamed up with him to establish the National Conscience Party which was originally designed to challenge military rule. He was the first Northern Co-ordinator of the Movement.
In 1997, he formed the Youth Against Misguided Youths that mobilized thousands of youths to oppose the self-succession bid of General Sani Abacha.
Keyamo’s brush with the authorities has been audacious. He has been detained several times in prisons and cells across Nigeria on account of his crusades for justice, human rights and against corruption. This also led to his facing several Charges in Courts that were all dismissed.
AWARDS AND ACCOLADES
A man of amazing gusto and dogged spirit, his honours include, Best Single Advocate of Nigeria Law Students, (Taslim Elias Moot Trial Competition) 1992; BEST LAWYER, GANI FAWEHINMI CHAMBERS (MARCH, 1994); Honorary Alumni of various Students’ Associations; Activist of the year (2001) by the Students Union, University of Jos; Listed in the New Who is Who in Nigeria, 2003; and nominated for the World Medal of Honour, 2003, by the American Biographical institute, in 2005. He was conferred with the chieftaincy titles of Ogba-uri of Ogor Kingdom (Strong man of the law) 2005 and Omorokaro of Uvwie Kingdom (The child who leads the way) 2011 in Delta State but prefers to be called ‘Mr.’
In 2017, he was awarded the Global Human Rights Award by the United States Global Leadership Council in Washington for his efforts over the years in respect of protection and promotion of human rights and the crusade for accountable governments in Nigeria. He will also be receiving the award of Defender of Press Freedom Award on May 5, 2018 from the Nigeria Union of Journalists.
Recently, he was appointed as a member of the Board of the Nigeria Deposit Insurance Corporation (NDIC). The NDIC is a parastatal under the Ministry of Finance. The Corporation is charged with protecting the Nigerian banking system from instability occasioned by runs and loss of depositors’ confidence.

Dr. Yerima Peter Tarfa,

Dr. Tarfa holds a PhD in Environmental Resource Management.

Former Director, Department of Climate Change, Federal Ministry of Environment and Nigeria’s Focal Point to the United Nations Framework Convention on Climate Change (UNFCCC).

He has been the Nigeria’s Chief Negotiator on Climate Change, leading national negotiating team at climate change international negotiations and discussions.

Dr. Tarfa has over three decades experience as a professional in Climate Change and Sustainable development, with focus on Climate Change adaptation, Climate finance, and negotiations.

He was a member of several national and international bodies and held key positions as follows

  • National Focal Point for Nigeria’s implementation of the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, Paris Agreement on Climate Change;
  • Designated National Authority to the Kyoto Protocol Clean Development Mechanism (CDM);
  • National Designated Authority for the Green Climate Fund;
  • Nigeria’s Focal Point to the Intergovernmental Panel on Climate Change (IPCC);
  • Vice Chair & Reviewer, Adaptation Fund Board (AFB) projects.

 

Dr. Tarfa had over the years coordinated a number of national assignments in the form of developmental projects and programs that led to the production of key national policies and strategic documents as follows;

  • Preparation of Nigeria’s National Communication to the United Nations Framework Convention on Climate Change (UNFCCC);
  • Deliver Instrument of Ratification of the Paris Agreement to the UNFCCC and any other related treaty;
  • Project Coordinator, Nigeria’s Green Bond Program;
  • Reform Champion & Coordinator, implementation of the Executive Order EO:001 2017 on Ease of Doing Business by the MDA;
  • Development of National Sectoral Action Plan for the implementation of Nigeria’s NDC.
  • Sectoral assessment of Vulnerability and Adaptation to the impact of Climate Change;
  • Development of Nigeria’s Intended Nationally Determined Contribution (INDC) to the UNFCCC;
  • Collation of Sectoral data and views on National Greenhouse gas emission for all sectors on Nigeria’s economy for the development of Nigeria’s INDC;
  • Preparation of National Policy on Climate Change;
  • Preparation of National Adaptation Strategy and Plan of Actions on Climate Change for Nigeria (NASPA-CCN).

Mr. Ernest Afolabi Umakhihe

Mr. Ernest Afolabi Umakhihe holds a Master of Business Administration Degree from the University of Benin and a Bachelor of Science Degree in Accounting from the same University.

Mr. Umakhihe has over Thirty-One (31) years of working experience in Accounting and Auditing functions in the Public Service. He started his Public service career in January, 1989 as an Accountant with the National Institute for Oil Palm Research (NIFOR), where he rose through the ranks to the position of Director of Finance and Accounts in 2007.

He transferred his services to the Office of the Accountant-General of the Federation in 2011 and served as Deputy Director, Audit Monitoring Department before his elevation to the post of a Director of Finance and Accounts in 2013. He was Director, Finance and Accounts, National Sports Commission from 2013 to 2015 and also served as Director, Finance and Accounts of the Ministry in Foreign Affairs for three (3) years where he was in charge of the Finance and Accounts functions of the Headquarters and the Nigerian’s overseas’ Diplomatic Missions.

He was also Director of Finance and Accounts, Ministry of Defence until his appointment as Federal Permanent Secretary by Mr. President on 1st December, 2018. As Permanent Secretary, his first posting was to the Ministry of Budget and National Planning and was thereafter redeployed as Permanent Secretary, Common Services Office of the Office of the Head of Civil Service of the Federation in December, 2019 before his redeployment to Ministry of Works and Housing on the 27th of August, 2020.

Mr. Umakhihe has attended several management courses both locally and internationally including a stint at the Harvard Business School in Boston, USA. He is a fellow of the Institute of Chartered Accountant of Nigeria, Fellow of the Chartered Institute of Administrators of Nigeria, Fellow of the Chartered Institute of Taxation of Nigeria and Fellow of Nigerian Institute of Management. He is presently concluding his Doctoral thesis in Security and Strategy at the Nassarawa State University, Keffi.

A distinguished alumnus of the University of Benin Alumni Association, he is a philanthropist who has received several commendations from both Government institutions and Non-Governmental bodies for his gestures.

King Alfred Papapreye Diete-Spiff

King Alfred Papapreye Diete-Spiff was the first Military Governor of Rivers State when the state was created from the old Eastern Region. He held office from May 1967 until July 1975 during the military administration of General Yakubu Gowon. He was also a member of the Supreme Military Council.
He is the Amayanabo (King) of Twon-Brass; an Ijaw community in Bayelsa State. He was educated at St. Joseph's College, Western Cameroon and Britannia Royal Naval College, Dartmouth, England. He joined the Nigerian Navy and was commissioned ships diving officer in 1964.
When appointed Military Governor of Rivers State in 1967, he was a Naval Lieutenant Commander at the age of 25. King Diete-Spiff has served as the National Chairman of the Nigerian Association of Auctioneers.
The elder state man was also in the 2005 Confab and served in the Committee on Models and Structure of Government. He is a passionate Health and Safety advocate with track records both as a Naval Officer and a governor.

Engr. Michael Ndukaku Ohaeri is an energetic and performance-driven leader reputed for his overtly process-ingrained personality with zero tolerance for short cuts and all forms of subversion. He is a motivated professional and certified Engineer, with over 20 years’ experience in the oil and gas industry; with roles in Process Operations and Health, Safety and Environment. As well as Union leadership.

Engr. Ohaeri began his early education at Afugiri Central School in Umuahia for his primary and thereafter to Baptist High School, Port Harcourt, Rivers State for his secondary education. He later proceeded to the Institute of Management and Technology (IMT) Enugu, where he obtained a Higher National Diploma (HND) in Mechanical Engineering with distinction in 1994. A consummate scholar, he furthered his search for excellence and obtained a bachelor’s degree in Mechanical/Production Engineering from the Enugu State University (ESUT), Enugu in 1997. He graduated with a Second-Class Upper degree.
His natural studious personality led to the quest for an additional degree in Industrial Production Engineering from the University of Port-Harcourt in Rivers State where he obtained a master’s degree in Industrial Production Engineering, even as an employee already with NLNG.

Engr. Ohaeri joined the employment of the Nigeria Liquefied Natural Gas (NLNG) Limited as a Trainee in January 1998 and trained at the Shell UK Expro, Aberdeen Scotland and Woodside Petroleum PTY Ltd, Karratha, West Australia. On arrival from Woodside Petroleum PTY Ltd in March 1999, he was deployed to the Operations Department where he joined other Operations team members to commission and start the NLNG Plant in Bonny Island. He worked for 12 years to become an Ops Supervisor ESP-ISU before his redeployment to the HSE Department in 2011 where he is currently the Lead Advisor – EIA/ESHA/Studies overseeing the Operationalization of NLNG Environmental Management System by ensuring company-wide full compliance with applicable Environmental Regulations, company environmental policy and Environmental Impact Assessment commitments.

An effective communicator, skilled negotiator with excellent people management skills, Engr. Ohaeri is a proven leader and the immediate past President of the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN)
His knowledge-based leadership style made him a rallying point at both the Union and place of work, a balancing factor that provided a convergence between productivity and performance not just in PENGASSAN, but also in Nigeria's oil and gas industry.

He brought far reaching reforms to the practice of Industrial Relations during his time in PENGASSAN, including extensive capacity building for members and staff.
